26. MOU and MOA
Memorandum of Understanding (MOU) and Memorandum of Agreement (MOA)
Some organizations make agreements with similar organizations so they can support each other during emergencies. If one organization cannot operate in its own facility, the other can temporarily share space, systems, or resources so critical functions can continue.
These agreements help support business continuity and disaster recovery by reducing downtime during disruptions.
These arrangements are often formalized as JOA (Joint Operating Agreement), MOU (Memorandum of Understanding), or MOA (Memorandum of Agreement).
An MOU/MOA is generally focused on what each party agrees to do or allow. An SLA is more detailed and defines specific service levels, performance expectations, and conditions.
When services are outsourced, the terms must be reviewed carefully so the organization clearly understands exactly what level of access, support, and response is being promised.
Main Idea
Organizations may create formal agreements to share resources during disruptions, and these agreements must clearly define responsibilities and service expectations.
